Taliban fighters seen in a new video
It is claimed that the attack, which targeted a local government building, took place in April this year.
The 22-minute film includes a guided tour of a four wheel drive vehicle which is rigged with explosives.
The attackers, wearing military uniforms, are seen waving to the camera as they head towards the target.
An explosion is not seen, however: a digital animation is used to illustrate how the attack took place.
A later scene shows smoke rising from a building and injured people being carried way on stretchers.
The video was produced by the media committee of the Islamic Emirate of Afghanistan.
